Cockatiels aren't very skilled with their feet, but my guys enjoy any small object that they can pick up with their beak or foot and fling off the top of the cage. Most foot toys aren't small enough for a cockatiel so I give them things like wooden beads and small plastic bottle caps. Anything that can be shredded is especially appreciated, like munch balls and wood chews for rodents. If you google "foot toys" you'll find plenty of toys that are a lot more exotic.

This isn't a foot toy, but the Dollar Tree stores here have willow wreaths (about 9" in diameter) for making decorations. I used two of them in the swing at http://www.littlefeatheredbuddies.org/c ... swing.html They're unvarnished and safe, especially after I wash them and then bake them in the oven to kill any germs. My birds LOVE to destroy these rings. Dollar stores usually have other good shredder toys too, like cheap baskets and woven bamboo mats.

Plain wooden clothespins (the kind without a spring) make great foot toys for birds big enough to handle them. Cheap spoons can make good foot toys too, they're nice and shiny. You might find some good items in the toy section, like wiffle balls. Just go to the dollar store and evaluate everything they have for it's toy potential!

I'd be worried about the bird eating the fuzz on the balls.
